A. Dual wielding allows for some pretty contestant damage, but its accuracy and the power of the off-hand weapon take some penalties. Two-Handed weapons by comparison do more damage per blow, and are more accurate. Also many weapons skills do a higher percentage of damage with two-handed weapons. The bonuses of single handed weapons and two-handed weapons are supposed to be balanced to be about the same regardless if you wield two of them. I'd personally give both a try and see which one you prefer. Just remember, if you plan to tank, tanks should wield just one weapon with a shiled.

A. the most destructive weapon out there right now I would say is vx gas, i drop the size of lincolns eye on a penny is all it takes to kill a person in the matter of 3 minutes. a tablespoon could take out most midsize cities with the right winds, and all this can be smuggled EASILY into any area, a nuke, is harder to deliver and takes more to cause the same amount of deaths. and as far as who has it? well MOST countries do, to INCLUDE the former iraqi regime (yes there is proof, look at the thousands of dead kurds that were a result of a vx gas attack ordered by saddam hussein, and people want to say they didn't have wmd's)
